These are the costumes and atire of the gang chasing the boy. The combat trousers show that they have a military background and that they may be part of a military organisation that want to capture the boy.
The leather hoodies are for stealth in the dark and also giver off a shine while in light so it blocks their faces in camera shots so they give the gang that freaky unknown look.
